If you want the metro Visual Studio then you'll have to get 2012 or 2013, which is actually just a preview right now.

I'm not sure if you have to purchase it or not, but download DotNetBar for the .Net Framework.
It allows you to add new items from the toolbar, and change up the the theme to make it really nice.

Using what Botch said using a DotNetBar. Or if you want to use a windows 8 theme just import pictures to the buttons, or use WPF 4.5 for Visual Studio 2013, or 2012 xD.
