I've always wondered about getting Garry's Mod, even when it isn't on sale, but the only thing that stopped me is that I know so little about it..
What do you do in garry's mod?
I've seen loads of youtubers who play games like TTT, Death Run, Prop Hunt & Sled racing but I always thought you needed other games (counter strike etc) as well to play those
Does Garry's Mod come with games built in? or free ones that you can download?

It's better to have all the games you need and get gmod. Without the games you need you'll just get missing textures which look bad and hurt your eyes. You can do many things in gmod, such as check out what other people have made, play TTT, join a sandbox server, join a bhop server, join a deathrun server, the list is endless.
If you don't have any of the games you need, don't get it. Get it if you have most of the games, like Left 4 Dead 2, Halflife 2, Portal 2, CS:GO, CS: Source ect ect.
You could always look up some gameplay on youtube as well.

It runs perfectly well with just TF2 and CS:S. You don't need any of the other games. They are cool additions but it runs fine with just those two.

all you really need for gmod is css
