Maybe try waiting a little while? I'm sure there are a lot of people trying to update their iDevices to iOS 7 at the moment. School just let out for central time in the United States, so a lot of kids with iOS Devices are probably updating now as we speak.

Based on the high amount of people saying the same or similar thing, there is probably too much traffic on the servers. Meaning there's hundreds of thousands, if not millions of people trying to update their software at once, this is causing the servers to work at maximum capacity as it is and can't handle any more requests.

Just wait a little bit and it'll be good to go!

What Firmware is it running?: iOS 7 Beta. (The newest one for iPad Mini).
What is the problem your having?: I did not get the iOS 7 update message on my iPad. How will i get the full version of iOS 7?

Honestly I'm not too familiar with iPads, but hopefully I can try to help you lol.

Try connecting it to your computer to iTunes and see if you get an update message that way. You probably won't be able to update right away seeing as the amount of traffic on their servers at the moment, but if you can get the message on iTunes via PC, then you know where to update once this traffic dies down a bit.
