Honestly I'm not too familiar with iPads, but hopefully I can try to help you lol.

Try connecting it to your computer to iTunes and see if you get an update message that way. You probably won't be able to update right away seeing as the amount of traffic on their servers at the moment, but if you can get the message on iTunes via PC, then you know where to update once this traffic dies down a bit.
I tried that but did not get a message when i plugged it in. I even clicked on 'Check for update" and it said i had the latest version.

Could be possible that the update is not available in your region yet? I'm not 100% sure the times of release, but I know they didn't do it all at once. Apple would have spread the releases out to prevent too much traffic, even though it's what they got anyways.

I live in Wisconsin which is the US and my friends got it on their phones but they didn't have the iOS 7 beta like i did. I don't know if i got the update automatically or if i need to do it manually.

Double tap the home button, then go to the app(s) you wish to close. Then you swipe up on the screenshot of the open app, not the icon.

I live in Indiana and I have it, so that can't be the problem.

Honestly I'm not for sure lol. You should be able to get the update automatically. Are you on the latest iTunes version? (11.1)

I also don't have it on my iphone software also, Simply plug the phone into itunes and try it that way.
