Does it give you an option to transfer fifa points from FIFA 13 > 14.

Nothing from fifa 13 UT transfers to fifa 14 UT!
actually yes they do, you can do a one time offer of transferring fifa 13 points over to 14. but you can only open packs on the web app

I thought this too, but I contacted EA and they told me you cannot transfer the Fifa points, Nor will you be able to buy them on Early Release.

many youtubers have done it and apparently EA are allowing it so you don't get a ban for it

Hmm. I'm not sure then, I have seen YouTubers doing it too, but EA constantly told me No.

Then again, it's EA. They really have no idea on what the are doing

No you can't transfer fifa points from fut 13 to fut 14 but you can transfer fifa points from fut 14 on xbox 360 to fut14 on xbox one.
