So I was playing GTA V before class and I looked at the time and saw that I was late, so I panicked and jumped up in a hurry. Well when I jumped up my leg hit the table which had the Xbox and the TV on it and when that happened the Xbox moved and almost fell over(Caught it in time) but when I did there was a horrible sound coming from the Xbox. So I got the game out and there is a half circle around the game. It still loads up and when it is about to load the story mode it just restarts and gives me an error(error is below)
Is this the game or is it the Storage Device?
NOTE* I had already played the game before and getting close to finishing the story mode
ALSO: The game sometimes loads up to where I saved it and then I go to move and it just restarted back again. Its in a loop

Oh man that sucks, it's your disc. Luckily, if you bought the game new, almost all stores or online stores have a 30 day exchange policy if there is something wrong with it. If the store won't give you a new one, then make sure you contact Rockstar Games and go to their support page. They will let you exchange it.
I had the same problem with black ops 2 and got a similar error but when I got a new disc it worked again without having to install it again.

you could always lend a friends disc and install it on to your hhd then you can play on it with you scratched disc

Actually I forgot to ask, have you tried removing your hdd and plugging it back in? Maybe it's not plugged in completely.

Yes, I did do that and no hope.
I play for a whole 10 seconds and managed to get Trevor out of the strip club but then It restarted again
So just contact rock star and explain it to them or what because I got GTA V from Walmart and I am afraid they wont take it back. I don't have the receipt either?

It doesn't hurt calling walmart but I don't know if they will exchange it without a receipt. If they say no then Rockstar will definitely let you exchange it without your walmart receipt.

take it back to wal-,mart and then ask for a new game argue with them as a customer is always right me myself was working at walmart and i had to change a guys mw3 for him and the was a full scratch around the disc its self but i was arguing with him and my mangager said i had to so dude take it back just argue tell them your going to take it to a futher level
