its a system file of some sort not excatly sure but you dont need to delete it but you can open it by right clicking it and opening it as an admin

first there is only 7 layers of the osi model and it would be layer 3 network layer and no crap packets are networking well to be technical its electric packets that are sent from a nic card to a server or router or modem
