Well to be fair anyone can email spoof, I'm sure you have nothing to worry about. The best advice would be to ignore it and don't reply back.
I have actually received a cease and desist letter similar to this before and I was advised to give the impression that I hadn't received it. Not too sure if this approach applies to an email but nonetheless I doubt you'd be in much trouble if their means of contacting you was through an email message in the first place. It's probably just an email to scare you into submission and I doubt they're under any legitimate grounds to charge you for copyright infringement.

Possibly post a screen shot or copy and paste the email its probably more than likely fake

If it doesn't ask for money, it's safe to assume the email is legitimate. Charter wants you to pay them for their service so they won't terminate your service until it's not worth their while to keep you online. Some ISPs will temporarily cut you off until you respond telling them that you've removed the content from your computer and stopped transferring it, but that doesn't seem to have happened in this case. It fits with what I see about Charter's policy which involves notices without any real action.
