could be but i was having problems a while back with the same message cause some of the files for neighborhood got deleted and i re installed it and it works just fine now

first, why in the hell are you using dark's really old program

second, you need RPC.xex and xbdm.xex on root

third, you need them setup as plugins using dashlaunch 3.09
