It's because of rockstars servers. If you bought some money now, you have to wait till the servers are fully up and running without interruptions.
(Edit) If you can't buy them now. It's better to wait till Rockstar fixes the server issues for sure so you don't get scammed out of your money just in case.

Rockstar has disabled that feature until they fix the servers and are sure that everyone can recieve what they want without issues.
