If it was up to me, he would be unbanned. He is not a spammer nor a scammer like 80% of the people that are unbanned. He apologized for what he did and I don't honestly think he really recruited anyone. Since the choice is not up to me, I can't really decide. But as I said, if it was up to me, he would be unbanned.
