You have to buy them, but I heard you can steal a heli that is on one of the hospital buildings. Also you can jump over the fence at the army base and steal a jet, it is somewhat hard as they spawn and randomly despawn sometimes also, if you take a car and drive down the Army base runway, then go to were the jets spawn, you can prob. get one without getting shot at a lot.
