Right basically i want to get a new GFX card for my PC here is what it looks like
inside but i need some advice on what GFX card to get for my PC please can you
advise me thank you

AMD ATHLON 64 PROCESSOR 4000+ 2.60GHz
RAM - 2.50GB (2.25 GB Usable)
32 Bit operating system
x64 based processor
My power supply has
input of 240 Volts
Output of 250 Watts

I wouldn't recommend adding a GPU into this system. It's rather out dated and will bottleneck with a decent GPU. It'll start off upgrading the GPU, then the PSU will need upgraded, then the CPU will need upgraded, then the motherboard will need upgraded along with the CPU and then the RAM would need upgraded as well.
I said that under the assumption that you are going to be gaming.
If you only want to watch videos and movies ect I'd recommend something like a GT630. They're fairly cheap.
We do need your budget though.

it would be for watching video's and playing small games onsteam like counter strike or garry's mod thats all and under 50 if possible

I wouldn't expect much performance out of this card but it would probably get the job done. It doesn't require any extra power from the PSU which is a bonus. It would be alright for light gaming and watching videos. I used to have one in my old computer and it wasn't very good for gaming but it did play some games.

All your parts are outdated and aren't too stable to run a modern GFX card, especially your power supply.

The games you're playing aren't demanding so you're fine. Just add a 6570, which is the best card you'll get for the price.
