The game is still in Beta and has not been optimised yet for any graphics card, it will be a lot better when the game is released.

The game hasnt been optimized yet, therefore being on ultra is exactly the same frames you will get being on low, when it is fully released it will have been optimized and you will be back on ultra
As i have the NVIDIA GTX 680, i will probably get the same problem as i get about the same FPS you do on BF3 Normally ranges from 90-110FPS

Many cards require you to download the BETA drivers for that specific card from either AMD or Nvidia's site.

If your on AMD upgrade to the beta driver which is 13.10 I believe, if your nvidia then get the 331.40 driver. I upgraded mine and I managed to get onto high settings with a GTX 650 at 30fps

Check your RAM, I think that is my issue, I am running on a GTX 770 and an i7 3770 @ 3.90GHz but I only have 4GB of RAM, this never was an issue until i started playing BF4, it is the only game i cannot handle smoothly, i checked task manager and it said i was running 3.98GB of RAM, i used to have 8GB of RAM But one RAM stick blew out

get beta drivers for any graphic card you have, or windows 8.1 and directx 11.1 can fix the problems
