Uh, that's a shame, I lost my LVL17 character yesterday.

Call rockstar, see what they say, they might be able to link your character up with the cloud account.

NO. Don't start over. It's issues with the Cloud server, when they're back up, you'll get your character back. If you make a new one, then you'll never get your first one back.

Made a second account got to lvl 19 with 800k in cash now deleted game is getting sold.
