Ok, I hold Selcet, go to the "money-section" and try to give my money to my friend,
but I just can give money after a job. How can I give him more money?

Make sure the money is in your CASH and not your bank.
Doing so will allow you to send as much as you wish to him.

been having the same problem. I can send money but my friend cannot, even if the cash is in his wallet. It appears that some people simply can't send cash at the moment, has nothing to do with level.
p.s. a workaround, albeit a difficult one, is to set a bounty on your friend and having the person you want to receive the funds kill them. I should note that the person getting killed will lose money every death so it would be best to choose a friend with not much money to place the bounty on.
