Supposedly ur supposed to do all his other missions leading to it. idk im only level 47 but its suuper hard to get. I have one guy that got it and he said he just did all the missions every time they came up. Hit me up on xbox

it should pop up. atleast it did for my friend. He did them all then went to michaels. try that!
