Its given by Martin and he will have you kill a lawyer. This mission is worth 9K and losing the cops is easy, all you have to do is just find a a rooftop with a ramp leading to it or a tight alleyway. Very easy mission with minimal effort and once you lose the cops, its smooth sailing from there. make sure to not try and outrun the cops but as SOON as you kill him, just hide.
