Some people out there, like me, like to get achievements. It's one of the things that keep my interest in a game. It's just quite annoying when one doesn't unlock like it should. It is comparable to OCD I would say.

I had this exact same issue, the achievement is bugged when you buy your real estate from the signs in front of the houses, you actually have to purchase your apartment on the online property site.

I can confirm this works because the achievement didn't pop for me but when i purchased a house online it instantly popped
