Not modded, and doesn't necessarily have to go without sleep.

A friend of mine is nearly a 400. Majority of the time he'd join my rooftop rumble lobbies, or other friend's of his and idle (using a rubber band around his analogs) to make sure he wasn't kicked while we were doing the missions to level him up while he was at work, or sleeping. I'm no where near his level, but his progression was mostly through being in his friend's lobbies (similar to this guy?)

You could always go on social club and screenshot it, don't need to be on your ps3.

Again, it isn't modded. You can be that high, a handful of people are from Rooftop Rumble.
