So I'm on wednesday, I heard you need to be on thurs and friday to find the sultan. So I'm asking where is the first place I should look for it?

You find the sultan and hen when you put the roll cage upgrade on it, it changes to the sultan RS

It says Sultan RS on the side so its not a regular Sultan

Exactly. There is no Sultan RS. You make the RS.

You find a standard Sultan around the city, do it up and it becomes an RS.
