Two laps are necessary for two players running the race. If it's just you, only one lap is necessary.

what did you do to get it working in solo?

I did one race with a group and then they left hours later and it has kept working for me alone. I've changed nothing.

FACT: Criminal Records "7k" race is actually just 5k EXACTLY, no less nor more.
FACT: You gain the 4.9K RP reward after completing the FIRST lap and does NOT show at the rewards screen! You also get 100 RP for tagging the first marker.
FACT: The end race level dependent reward does NOT add to your total RP bar. (It didn't during the study of races.)[/
