I've found that where the race 'Criminal Records' in the parking lot spawns as much as 4-5 Sultans. The first thing you can do is drive there in a regular freemode and if they are not there, then start the race, complete it once, and quit. This has worked for me 9/10 times to find the Sultan there.

You could do this or just get someone on ttg to dupe it from you

Yeah you really hold up your end of the deal, just like when you offered 800 msp for a lobby and never gave it.
