Remember that just because your rated ping is 13, you won't have a ~13 ping in every online server you join. It all depends on your signal strength relative to the server location. If you joined a server that was located next door to you, then your ping might be similar to what the results from a test (I'm assuming) gave you. However, joining a server in Russia might result in some ridiculously high ping.

Ping is another word for latency. So 13milliseconds is actually very good. Ping is used to describe the time it takes for a packet of data to travel to a server, then back again.
