So I noticed loads of people want to get the sultan but they are having a very hard time finding one , all you need to do to find one is go to east vinewood next to that arm wrestling and garage. Hope this helped

go to the parking lot at the jail it should be there if not go to options change spawn to last location then find new session. i found my friend one without even changing session. good luck. if you need help add me on xbox: MrKomplex

Only ones you've gotten off of the streets.

Have your friend get into your car, tell him to start any mission and then drive to his garage, put the car in there, kill him self twice to fail the mission and you're done
