I don't understand the cheaters pool they are brining out, it will be almost pointless as pretty much 3/4 of the GTA players have done something to get their money as it is ridiculous to get money fast on the game. So if they do put everyone into a cheaters pool then really wouldn't there be less players in the actual server, theatrically it would just be the same game due to the high numbers in the server.

I shot a guy outside the military base, immediately got four stars and then a bunch of military jeeps started showing up
