press start go on online press jobs then press races and find it.

Click start , go to the online tabs , host job , races , Look for criminal records

Easy you unlock it at Level 1 First Press Start, Second Go To Online and Click Jobs then Host a Job Go To Races And Then Criminal Records And Just Setup the Settings.

Start up an invite only online session then when your in the game pause it go across to online then goto jobs, host job then press rockstar created then races and find criminal records I believe its in alphabetical order so its not hard to find thats how I can remember you getting there sorry if it's wrong.
