To be honest bro i don't think there is a certain location, I checked all of YouTube and all the locations there showed, there was never any there for me. Soon I given up looking I seen one outside my house driving pass. I just think you got to be lucky and be in the right spot at the right time.

The only way to lose the upgrades on your car is if you haven't got enough room in you garage and you have to replace one if you have room no problem it'll keep the up grades if not then the upgrades with go

Honestly for me i find them mostly when on a mission, only seen about 2 in game, took one.
