He is complaining that the cop cars are faster than an Adder. This has nothing with losing cops. It's the fact that average police vehicles are faster than exotic, expensive super sport cars. It is pretty ridiculous.

What I find annoying is when you have one star cops but they're shooting at you with shotguns.
