Ok I love this car but I can't find it at the golf course, tennis course, or the heli yours please help

I have been trying to find the Tailgater for ages... No where to be found.

I've been told that if you make a new character pick the tailgater for your race car then once you get the the clothing store part invite a friend to hold it

I found it in the golf course car park without Simeon requesting it. Took about 45 mins to find of just checking the car park, driving down the street away from it so new cars spawn, checking the car park, driving down the street and so on.
