I would go with an iPhone 5s. Or wait till around January when the Galaxy S5 is rumored to come out.

last i heard the rumour was that the sV will be out in late april early may, but that's internet for you. don't trust it i tell you, it's the illuminati haha
i would recommend the s4 active, the s4 has humidity problems, i live in florida and have had many people complain about how the s4 is really cruddy after humidity gets to it. I've heard it's a great phone but to get the active it's att only... anyway, i've heard the HTC one was total crap and that it bends and breaks so quickly. the motorola moto X i've heard is an amazing phone by the reviews and what they "claim" it to be. Now we get to the apple products. do not get the 5c (c for cheap, not colour) if dropped even once the screen will shatter unless you're lucky and you don't drop it on the screen, the 5S is an amazing phone, the specs being better than the 5 and rivaling the S4 in terms of it's power, now the battery life is where it comes down to would you prefer a longer or shorter life in battery. I've heard android is such an intense OS that android operated systems break down fairly quickly, i've never had this problem but according to my brother who works in this area it happens. The iOS is a smooth operating system not nearly as demanding as the Android OS and that's why it lasts longer according to my apple fan boy brother... in the end it all comes down to your preferences. Go to your local phone distributer, play around with their on display phones, find which one you like most looks, feel, speed, etc. and if it's in your price range go for it! hope you choose the right phone for you.
oh and there is no best phone on the market, it's all bias and preference. Maybe a best specked phone but no best phone, it's just like there's no best video game, skateboarder, song, etc. Have a wonderful day!
