You can't change it easily, like Hub said it is hard coded. To change it you will need a JTAG box I believe it isn't really worth the hastle

You cannot change it yourself, it is illegal also.

However, some online iPhone unlocking companies will change the IMEI for 40GBP

IMEI is abbreviated as International Mobile Equipment Identity and is a 15 or 17 digit code used to identify the mobile phone on a network. It is very important for the security of the mobile phone, if the phone has been stolen, then they can call their carrier or other networks to track the phone and identify it by using IMEI.
