No someone gifting has to pay the same amount you normally would. not quite sure what you mean though. If someone gifts you they have to have some sort of credit card/paypal.

If you're going to buy it, yes, you need a Paypal. It needs to be verified with a credit card on file with money to pay for Gold, obviously. If you want someone to gift you, good luck. You have to be deemed worthy of it as it still costs the gifter the full price.
