In the past, I've had times where neither my cpu or gpu were at max usage, but I was still getting below 60fps. I currently have a 7970 and an i5 3350p and I had this problem with my 7870xt. Here is an example of my problem [ Register or Signin to view external links. ]

This happens in most games that I play. BL2 is maxed out in this screenshot. I notice it happens when I look at a wide open scene (same thing in crysis 1 this morning). Also, my card is oc, but I have run system stability tests.

Benchmarking software like unigine and 3dmark have maxed my usage, but why not normal games?

I have a very similar setup and my BL2 performance is much better, even with PhysX effects on medium. High PhysX makes FPS too low when there are a lot of particles.

Try getting rid of your graphics card drivers and re-installing them using Driver Sweeper.

It's not your hardware, so it must be your software.

Not nearly as bad, but it only dropped that low once (previous post)

I dropped the physx to medium and uninstalled my drivers. I installed the 13.9 stable drivers to see if that would help, but it's still like what I've been getting.

I understand that even one core maxing out on a cpu can throttle performance, so what can I do about this? I keep skype, steam, and origin open in the background at all times.

Have you tried other games? I think you might have a frame-limiter set somewhere. That's not what a throttling GPU looks like, it's too constant. I have a 7870 Tahiti and it throttles in some games. The graph is just a Magnitude of spikes; can't find a fix.

I'll try some other games and post results tonight.

Putting my gpu clocks back to normal for testing. Also, how do I enable the 3.3GHz turbo boost on my cpu? I've tried in the bios, but it doesn't stay when I boot up.

I'm back. All shots were taken at max settings in 1080p. I decreased my gpu overclock to stock which is 950/core and 1425/memory.

I have removed all drivers and installed stable 13.9 directly from amd. Cpu and gpu temps and usage is in the top right corner, just not labled. Cpu is layered per core.

Also, I can hit max gpu usage in some areas, but definitely not where it matters. I have scanned for viruses and malware, defragged my hdd, and ran system cleanup just in case.

Still havn't found a fix. I did a clean install with windows 8.1 and I'm downloading some games back to try it.

um...unless you have the proper physx installed amd cards cannot use it, and it drops their fps to an unbelievable low, advanced physx may be installed, that is no usable for amd
