So recently I bought a new GTX 650.
I installed the most recent drivers but whenever I play a game I get fps drops when I move my mouse.
It is fine when I dont move my mouse but when I do and if it is a lot then it freezes.

Thanks -Mason

Maybe you downloaded the incorrect drivers, if you know you downloaded the right drivers then download the previous version.

I too just bought one. Mine is an Asus 650. I got it on the 17th and there hasn't been any problems at all with mine. Maybe if yours is second hand you could contact the previous owner. Or maybe its not your GPU at all.

What are the full specs of your system? Make sure to list your PSU make/model and wattage.
