Adder is the fastest but handling is horrible, Entity in my opinion is the best.

Try a dune buggy? I've maxed out the sandking but it is too slow compared to the dune buggy and Sanchez:)

Maybe Trevor's Bodhi? I havn't lost an offroad race with since I got it but idk if everyone else had upgraded cars..

Sanchez is the best but you get knocked off easily. You could try with the Dune Buggy as it is the fastest four-wheeled vehicle for it.
