Does the Tow Truck actually crash xbox's or is that all bullshit?

If it does how is it possible that it crashes xbox's as i would like to have one.

I had one earlier, and a guy was in ammu-nation I picked his car up then he left as soon as took it. and when I drove to someone they suddenly left, so it automatic freezes there xbox.

It does crash them if the player is within a certain radius of you, but it will not crash xboxs that have the tow truck stored in the garage or in use
