My car got sticky bombed and I cant get it back due to this. It was insured cause the message popped up that the person who blew it up paid the fee for it.

It doesn't appear that it was insured if you can't get it back from there. Try finding a new session or checking your garage?

Try dashboarding and reloading the game or calling your mechanic and try to get him to deliver the car

if this doesnt work its gone

wtf, so I put a random car in my garage and it added a tracker to it and its now my personal vehicle. Im guessing my other car is gone or is this supposed to happen?

Whatever car you get out of your garage is your current personal vehicle. It changes depending on what car you get out as you can't have more than one personal vehicle markers at once. This doesn't overwrite your previous vehicle.
