What is your budget and currency? (Pound sign does not work normally, use GBP abbreviation)
Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?

Here's a build I came up with, New gpu and a really good CPU (price aswell). This should max most games and handle stuff well.
To every AMD build there is an Intel equivalent. I still only justify recommending AMD CPUs at very particular price points, so here's my 2 cents. OP, it's up to you! Either will be perfect for running steam games and playing RS.
Total: $606.92 or $596.92 w/$10 rebate card

This will run RS fine, and will stream decent.
