Well De Bruyne is the best without a doubt, but if not him then it would have to be Ozil, Decent workrates, insane passing, he dribbles as if the ball is glued to his foot, he is always in a good position and he is very Agile. Also has beast crossing and 4* skills

De Bruyne is the best haha decent shooting, passing, pace and dribbling, 5* weak foot as well.

If you want another option, Rooney is a beast too, strong and insane shots, way more expensive tho

there are a few, ozil, rooney, silva, mata, nasri... personally from fifa 13 experiences i would go with nasri or mata, didnt try ozil as BPL but did have him in BBVA and he was amazing but nasri and mata would be better options

Personally, I really like Gaston Ramirez, such a decent player has great finesse shot on him for a CAM
