you can't do it when the screen is flashing red and blue you have to accept when they're looking for you

Can somebody explain how to do it to me? I know how to get solo characters into online, but people said you need a friend to do this glitch? Would appreciate if somebody could explain this to me

The radar is not flashing and I have tried everything do i need to be like right over a cone of a cop?

make sure you're one of the single player characters if you're not already.
