First of all, I would like to say that I did not find this and that credit goes to zDoubleTrouble over on Se7enSins.
Step 1: Start a Race and set it to a GTA Race
Step 2: When you're able to select your starting weapon, select sticky bombs.
Step 3: When the countdown appears you are able to throw your sticky bombs!

I did this yesterday i thought it was normal for saying its a 'GTA' race.
