Your still going to be able to mod but you won't be able to be hosting lobbys like xp & such

you might if you get past the dedicated servers because i herd it tries to connect you to a dedicated server when you find a game if you can't connect it puts you in a game where a player is host and if you get put in a game by yourself then xp lobbys and other mods should work.
