Keep those perks on if you have them! It does not do anything towards those perks, it will just add to them and make you even faster even if you have the perks. It just enhances your players speed so you can get another kill within the 30 seconds you get. It's just like a TDM on drugs.

the multiplier does not effect your speed, it effects your points. so you'd get 4 times the points. And you have to get to 100 points I believe, so if you have a x2 for a kill, it will add 2 points to your 100 points goal. It just helps you rank up and win the game faster.

I understand how the points work, but not how the perks work...

If you have the speed perks on your player, it just enhances the speed you get from Cranked. You only get enhanced speed after 1 kill. So say if you go on a 10 kill streak, you're only gonna be as fast as the speed given to you from the first kill you got. Your perks will not dramatically make a change, but they're good if you're not cranked and your trying to rush around for a kill. Does that help?
