You can't make a KV, KVs are files extracted from old 360s before a certain dashboard.
Every Xbox has a KV as it is it's golden pass to getting on xbox live.

Partially right, you can extract a key vault from any exploited kernel.
It doesn't matter what dashboard you are one.
You were right about one thing; every console has a key vault.

Did you mean, how do you edit a KV?
You can edit information stored inside your KV, such as DVD Key, Serial number, Manufacturing date, Drive OSIG.
This is useful if you have a JTAG/RGH console, and you would need software to do this.
I recommend a program called JRunner, which can help you achieve the above.
