Sorry if im a noob here but i have had
Bf4 for weeks now and still havent figured out how to start a squad if you even can.
Please comment if you know if you can or you just have to join each others game in progress

They'll add the party/squad up feature back soon.
For now, just join semi-empty servers and invite your friends or join session.

yeah you cant invite ppl yet. they will add soon though. possible on the next patch/update
