I think iPhones always tell you that they require an Apple Id. You either create a new one or sign into your old one.

If you restored it, then it wouldn't ask for the original Apple ID.

plug it into a computer and restore it. it will return to it's original state but if you go to activate it they can ussually tell based of the serial number if it was stolen or not. so if you were the one that stole it i suggest returning it or just throwing it away or use it like an ipod.

These guys are thinking the right way but in the wrong situation, what's happening here is that the iPhone was secured by the 'Find My iPhone' app which would show up saying something like 'you must enter the Apple ID the phone was first started on' (I'm paraphrasing a lot) and then it may give you something like this (I'll use my Apple ID as an example) i******@*****.com or something like that.. Well as of right now I'm pretty sure there is no work around you can ask the seller if he knows the Apple ID that's your only chance and if not demand money back

That doesn't mean that the iPhone is technically stolen. He could of restored it and just never did that.
There is no fix around this except for getting the actual email and the password from the original owner.
Where did you buy it from?

That doesn't work, After you restore it will still ask for the original owners icloud email and password.
