If you want to go the intel route you could try and find a sandy bridge cpu on eBay for cheap, they're not effected by the poor manufacturing process that ivy bridge and haswell face.
Look around for a 2500k, 2600k or 2700k.

Overclocking is always luck of the draw, you could get a CPU will a bad piece of silicon or you could get one with the best, no one ever knows until you try.
I have found the FX Series CPU's OC very well, along with all the (K) Series i5's and i7's.
Also, every water cooler that is pre made, comes tested and water tight. I think Corsair offer a kind of warranty that if it does leak and ruin components, they replace them for free. But you will have to Google that one as I'm not 100% sure.

If you buy it from scan you can get installing warranty which is only like 1.30 pounds or something

HIV wroteYes but that only covers installation, the manufactures warranty covers for how ever long they offer. ScanSure is just for the initial fitting.Craig- wrote Overclocking is always luck of the draw, you could get a CPU will a bad piece of silicon or you could get one with the best, no one ever knows until you try.

I'd be inclined to go with a 6300. Nice CPU to start off with, has a TDP of 95w, unlike the 8320 with a TDP of 125w. With the 6300 having a TDP of 95w you will be able to overclock it on cheaper boards increasing voltage ect. whereas with the 8320 you will not be able to overvolt, limiting your overclock. You can get a 6300 for around 90 quid and a decent board with a VRM heatsink, 970A chipset ect. around 60-70 quid.
As said before you could pick up a 2500k and overclock that but the chip and the board would cost well over 200 pounds.
As for your water cooling question, coolers like the H100 are completely safe. They are tested for leakage and come prefilled. Overclocking a 6300 with a H100 would be a dream.
