Currently the only way is through bounties. 1 thing you could do is help people out by buying them there car upgrades for them. So let them dupe the car so you can drive it into customs and upgrade it for them then give it back and let them put there tracker on it. They can then keep the car with there upgrades that cost a whole lot or choose to sell it for money of there own.

If you don't mind losing a whole bunch of money then doing the upgrades is the best way to give money. Find a car of the street fully upgrade and let them drive it into customs and sell it. They should get 40-120k but you prob would have spent like 200-600k on upgrades and would have lost a bunch of money.
