I know there's a jailbreak for iOS 7.0.2 on the iPhone 4 called opensn0w; it's tethered.

do you have to be on a mac to do it ? and if not is there anyway to downgrade from 7.0.4 to 7.0.2 ?

Normally there is a mac and a windows version of most jailbreaks

Sorry, but as far as I know there is no way to downgrade from 7.0.4 -> 7.0.2.
Also, I don't know of any jailbreak (untethered) that is available for ios 7
However, as the user above stated people are working on one, but no confirmed release date.

In order to get cydia* on any version of iOS 7 it must be on an iPhone 4.
iPhone 4 is able to be jailbroken because of a bootrom exploit that is not patchable.
Try using Redsn0w and use youtube videos for guidance.
